America's Recovery Act of 2012
      Section I, Part I
   The Federal Government shall provide to the states a grant of $2 Trillion. Each state shall receive a total of $40 Billion to cover it's budgetary shortfalls.
  1. States shall provide a detailed accounting of its shortfalls:
  2. The total state jobs that were lost due to the recession
  3. The jobs lost were they mission critical i.e. police, firefighters, teachers
  4. Because of those shortfalls what programs or functions were cut
Section I, Part II

  1. States shall provide detailed plan on increasing the cost effectiveness of its energy management and state safety measures
  2. Identify public buildings, vehicles or other areas which would benefit from green energy or alternative fuel initiatives. Provide a timeframe of when they could be implimented.
  3. States must provide a detailed risk assesment analysis against natural disasters such as flooding and wildfires
  4. What damage control measures are in place to mitigate those disasters
Section II, Part I
   The Federal Government shall impliment new or expanded National Security measures.
  1. Creation of a fulltime national fire service of at least five thousand along with the necessary air, ground vehicles and other equipment
  2. The fire service will during times of off season will proactively reduce the risk of forest fires, only those in certain regions shall be activated to combat fires. If the need arises based on the size of the fires more can be activated.
  3. Expanding the Coast Guard and National Guard units to better secure our ports and borders.
  • The Coast Guard shall recieve submarines to combat the growing influx of drug cartels utilizing their own
  • The Coast Guard shall also receive LPH (Landing Platform Helicopter) carriers to greatly expand its Search and Rescue operations
  1. Increase the number of Border Patrol and Port Agents to strengthen the borders and ports from international threats and human trafficking.
  2. Upgrade and enhace the fighting capabilities of ground forces. Increase reseach and development into vehicle armor, body armor and mine sweepers.
  3. Return battleships to the fleet, reconfigured for longer range weaponry.
